Upon entering the arcane university I found my innate abilities of high elf weaknesses were able to be used to enchant an item - apply to a blade/robe (who knows why would want to make yourself more susceptible to the elements but their ya go).

I was wondering if these constants that are used, when enchanting an item (given its an innate permanent abiltity) can also be used with say the Mara healing spell of the Ritual birthsign, Khajiit innate Night Eye or the Nordic offensive Frost Spell ?

I think it would depend. My character is Wood Elf, so her innate powers are Invisibility and Command, and apparently neither can be used to enchant Constant Effect items or rings for that matter, as neither appears in the list of spells that can be used. Perhaps you are experiencing a 'bug' of sorts.

I dont think its a bug its just that Oblivion limits what enchants you can put on items so as to not cheat (constant effect invisibility!)
Some also would'nt work as oblivion got rid of all non-wepon enchants except constant effect. You cant put like a healing spell or command spell on constant effect as that would need charges.
