If you want to get rid of a bounty on your head, just talk to any guard and pay the fine or (if you are a member of the thieves guild) go to the thief guild in either Ald'ruhn, Balmora, Sadrith Mora etc. and pay them the cash for them to remove it for you (at half the price). As far as I am aware, fighters guild people do not remove bounties.

The guards take any stolen items in your possession but this can be avoided by simply dropping any stolen items before speaking to them then just go and pick up the items again.

Any confiscated items can be found in the evidence chests in Imperial forts so you can just steal them back.

I think he/she means rejoining the guild after expulsion.

Guild stewards are:
Sjoring Hard-Heart and Lorbumol gro-Aglakh in Vivec fighters guild.
Percius Mercius in Ald-ruhn fighters guild.
Eydis Fire-Eye in Balmora fighters guild.
Hrundi in Sadrith Mora fighters guild.
