Hi everyone,

I need to find someone (preferably in Imperial City) who can enchant weapons. Keep in mind that I do not yet have access to the Arcane University. If there's no such person, another location would do!

As a second question, is there anyone in Imperial City capable of recharging enchanted weapons?

You can't, not counting the Sigils, before you get to the Arc. Uni.

As for recharging, do it yourself, that seems the best way. Soul gem, soul trap and voila. It's too expensive otherwise but check the mages guilds, there are people there who'll do it for you if you choose the path of gold.

For recharging the mages guild is the best choise if your pockets are heavy with the glittering.

However,you can use Verla stone you might have found in Ayleid ruins to recharge your magical items.
