You can buy them from fences (like Ongar in Bruma) or from Armand Christophe, but only at midnight at the meeting point.

Yeah, the guy the above poster is talking about is near the Imperial city stables. He has 30 and refreshes like any other merchant.

buying fom the fences is the best way to get them for the cheapested price and much enough even for a novice at this skill.

There's one thing you can do to eradicate your need for picks: (spoiler!)
Spoiler
Do the Daedric Shrine quest for Noctournal. I think you'll be pretty satisfied with the reward.

Actually, that item is very badly designed. The item in question gives +40 to lockpicking, but not above 100. That means you're shafted out of 4 levels if you have lockpicking as a major skill

That is true, which is why I count my lucky stars I chose it as a minor skill so I didn't particularly care. On another note, I think this is the same really as what you get for the Grey Prince quest. That cheated me out of Blade and couple of others cause I was at 97 then. Same principle, that I do not like.
And He whispered to me in the darkness as we lay together, Tell Me where to touch you so that I can drive you insane; tell Me where to touch you to give you ultimate pleasure, tell Me where to touch you so that we will truly own each other. And I kissed Him softly and whispered back, Touch my mind.
