I Need Help!!!!!!!!!!
I need help i deleted a mod and it apparently is still there because dagoth ur was still there and amelixa was still there and some wherewolf guys were still there.every time i go into balmora the game crashes!!!WHAT DO I DO?

You might need to start again. I experienced this problem with a mod that put some land near seyda neen. I deleted the mod but there was a gate floating in the sea. I started again and all traces of the mod have dissapeared.
With mods like this I would highly reccomend making an interior cell. This way when you delete the mod the cell will go with it.

1) Try leaving the loaded area. Simply enter a hut; that should do it.
2) Make a new save of the game.
3) Reload the new save you just made.
4) Go back to the area you were in: Dagoth Ur, etc. See if all those things remain.
When you remove a mod, things still remain in memory. By making a new save away from that area and loading it, you're "cleansing" the memory of that localized mod.
If the things remain, and they don't interfere with anything else, just keep playing.

It sounds like it's not an especially well made mod. For future reference, I suggest you download TESTool, and read the documentation. It has several excellent uses, but the most basic is to see if your mods are completely compatible with the main game. If not, TESTool creates "clean" versions of those mods which should be run, instead.

I just went there, and the doc page loaded fine. On it is a download link for TESTool.
I would also reccomend TESAME. It helps clear up bits you don't want.
TESAME is The Elder Scrolls Advanced Mod Editor. While it can be used to clean mods, it is a complex tool that involves cutting, pasting, integrating and removing game elements. I wouldn't recommend it to a person with little knowledge of programming mods. TESTool, on the other hand, automatically removes "bad entries" in mods, making them more compatible with the basic games. TESPCD, The Elder Scrolls Plugin Detector, compares mods to look for conflicts among them.

You make it sound hard. All you do is right click on the stuff you don't need and press delete.
