Inns closed at night?

Never noticed this in earlier ES versions, but it appears when you go to an inn, if you go too late, then the innkeepers are gone so you cannot get a bed to rest.

This is variable. Some offer all-night services. Of course, you can just wait for a few hours if you need to sleep to level up.

They just goto bed, lock themselves in thier rooms. You could just break into a room and use it I guess.

Not if you don't get caught. I've never had that problem with not being able to get a room, there's always someone there.
