Is this a bug? if so, how can i fix it?

ok, when i'm playing, the gaem is quite smooth, no lags. but, when i try to enter the imperial city, the game hangs when the load finishes. can someone help me pls?

The Imperial City has lots of density of activity in each area. Of all the cities, it's the one most likely to lag. Not unlike, say, Balmora or Vivec in MW.

ya, but...

i know, but the thing is, when im going around anywher else, there is absolutely NO lag at all, even in kvatch, or in an open field. is this a bug? or do i need a patch?
