Welcome to the Fallout forums, and welcome to Gamebanshee.com Jaibo. Stay long... And prosper.
Now about your question:
You are probaly too evil for him. He is a good NPC, and he won't follow you if your karma gets below... Something evil...
Thats what happens to me usually. Are your other party members leaving you as well?

I think it's just enough that your karma is evil, at least for Vic. But not so sure since I hardly ever get NPCs with me.Now about your question:

does that include a karma of -2000, 'seed of evil', 'grave digger' and 'childkiller' perks?
'cause vic was following me even after that
although the knocked-down-in-combat-and-won't-follow situation happened to me once... good thing that I use 3 save slots

I'm not sure but I don't think those karma-titles actually affect to wether Vic follows you or not. I think it's the numbers that affect. But not 100% sure.
