Find out batteries or Small energy cell, the same ones you use on energy weapons. Then recharge the car. You have two options to lower the car consumption, check out the world map for them ;)

When you are at your car, you can "use" an item from the inventory on your car, and using Cells will power up the car again.
It's been so long ago, so I can't remember the right key sequence, but I think it is holding and pressing left mouse over the car until the contextmenu becomes visible. (I think :D - I really need to play Fallout again).

You press and hold left mouse button on car. Then choose Use On( icon looks like some pocket or sometrhing). Then release mouse button and choose from your inventory either Micro Fussion Cells or Small Energy Cells.Micro Fusion Cells give the car more power than energy cells.

I got it. You left-click hold and select one of the head icons. Why didn't this game come with a manual....

It has become very popular lately to put those manuals in the cd. So, just browse the cd, the manual is there.
