Council of Seven - Plague in Rivertown

Hi. I really don't know where I can get the quest "The Council of Seven". There's also a quest which I don't know how to solve: "Find a Solution to the plague problem in Rivertown". Thanks a lot.

I think the Council of Seven quest can be gained just be following the main quest.

Spoilers-
Plague in Rivertown- Go to the gates of the poor area in Rivertown, the doctor should be there, then go to his house near the market and explore throughly inside.

Hope that helps a little :)

The plague requires meeting the good doctor you've heard about at his home, then actually seeing him leave it another time, picking the lock, and entering.

I think you may have to see him at the gates leaving the afflicted area first. So you can find out where he lives and what he does, that kind of thing.

But I haven't tried going straight to the house at the market avoiding the gates, so I'm not sure.
