I used the ring of human influence on Glacius, instead of the spell charm person because I read somewhere in the past to use the ring instead of the spell charm person. Also I believe that you must not hit Glacius before using the rings power otherwise it would not work. What I did was just send one charactor (the one who wore the ring) into the room and use the ring on him. Had to reload a couple of times because sometimes he saves versus the spell, but was able to charm him to friendly after a while. Then wait until the spell wore off then he would turn neutral again and give you the flail along with the experience that you would gain from the whole process. I saved the game before sending my character in off course.

You mean you did not get a ring of human influence? If not just try to use charm person. make sure your charactor does not hit him before getting the spell off.

I would try 3 more times, with just sending one character in and using the ring on glacius. If it still does not work, I guess you may just have to kill him. Or if you are patient try it some more.

I've played this game many times, now, and have been successful only 1/3 of the time in getting the charm trick to work. After several tries, I'd just whack him. Assembling the full Flail of Ages gives you tons of experience points, not to mention the flail is one of the best clerical weapons in the game, so it's worth losing some experience points to kill him.
There's nothing a little poison couldn't cure...
What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
