i have a dell(i hate them now) and i was on tech sapport and the guy was being a jerk and not at all helpful, my moniter changes screens to an black screen with a little box that says out of frequencey when loading vampire bloodlines i have change the mhz in the option mode on my PC and it doesn't help, the game sounds like it's still running but besides that i have no idea and clues?

In the Vampire Bloodlines startmenu folder there is an entry saying "Vampire Bloodlines (Safe Mode)". Launch that, it will start the program with minimal graphics settings, giving you a chance to adjust the settings down in options.
If that doesn't work then your monitor seems to be too old to even launch the game with minimal resolution and I personally doubt you got that old of a monitor.

Just be careful as to how high you push the resolution, because I had a similiar problem with NFSU where I pushed the resolution too high and if gave me that error.
Check what resolution your monitor can handle and never push it beyond that resolution or you will struggle with that problem.
