I'm pretty sure (not totally positive) that it's the rules and different gained abilities for characters up to lvl 50.
you know how the monk gets all kinds of different stuff as he advances, well that would continue it and give the rules for other stuff too.
I think.

It allows you to go beyond the exp cap for Bg2. With this it uses the level 50 rules for D&D.
If nothing we do matters, then all that matters is what we do.
