Does she say anything after clearing out her Keep? (Should be something like she wants to continue with you in order to avoid a wedding.)

trigger it?
first you talk to Nalia (at C.C. but I'm sure you know already) and your map will be updated.
then you go to city gates.
then you go to the keep.
then you go and a rampage!!

the rest of her quest will come by it self. all you have to do is go to a funeral.
