I am forced to use The Belt of Fire Giant's strength, which is kind of useful, but it means I can't wear anything else that might give me more armour class or defence against spells.

You sure you weren't diseased or otherwise drained besides the cures in the temple?
I'd suspect the cure only heals the curse.
Try getting some restoration cast on you, or healed by the Seer in the temple or something.
Otherwise - I haven't really any ideas.

And yes - there is a limit to the amount of effects you can place on any given weapon using the blacksmiths in HotU. I don't know the excat number though.
However, he shouldn't take your money and not give you an enchantment. If he can't place more enchantments on the weapon, he dosen't take the money, but says so.
So I find the matter of the haste rather strange. You sure you don't already have a haste effect or something, so it just dosen't seem like you are hasted? Like boots of speed or amour of speed or somthing similar?
Try giving it to your henchmen and see if he gets the haste effect?
