I've just taken over administration of my church's webpage and I'm looking for a good web publishing tool to start and maintain the page.

If anyone knows of some good software, please let me know. I'm looking for something that is inexpensive (preferably free), easy to use, has a shallow learning curve and is inexpensive.

I've got a copy of Microsoft Frontpage and I really don't like it, nor can I afford Dreamweaver, so any pointers would be appreciated.

There is a danish freeware called Stones Webwriter.

I've not used it myself, but I have heard it should be pretty good - although I don't know if it can do all you want it to.
