Well - for people to be able to help in any kind of way, we would need to know what kind of graphics card it is.
(I could simply be a driver/Direct X problem)
If it is the GFX Voodo-line - I would say you are out of luck. Since GFX doesn't exsist as a line of products anymore there is little reason for anything to develop support for it.
I'll not answer you poll, because in fact I find it kind of redundant and have little to nothing to do with what your post is about.
If you want to play NwN but you graphics card can't run Open GL in the manner it requieres you have to upgrade that card. Maybe there is some fiddeling that can be done, but I doubt it.
As for the "2 video cards supported" that is only a semi-truth. It is 2 types of chip-set supported. NVidia's GeForce (and TNT2) and ATI's Radeon. There are many cards with these chips - and by the way, these are the only two major graphics chip set on the market today.

After what I can find out, it seems that the card should be powerfull enough to pull NwN. (It should be around GeForce 2MX in abilities, but not sure - don't know much about SiS).
What seems to be the problem is drivers (Open GL) for your graphiccards.
Make sure you run the latest drivers for the card, and also that your Direct X verison matches the requierment.
If this helps, I can't tell, but it is the first and esiest step to try. (always keep drivers up to date if gaming).
If this dosen't work, try searching the official NwN boards to see if others have same card and if they have problems/solutions - otherwise there is proberly only another card that is the possibilty)

Well, make sure that you have the latest graphics drivers, then you should have latest Open GL support for your card via them.
Try using settings to set all settings as low as they can, and try from there if you suspect that the computer itself might not be able to run it proberly.

Well withouth knowing much about your computer, I'd estimate at least a new graphics card, and if NwN settings "complain" about your current, then a new CPU and motherboard and RAM most likely.
Don't know what other devices you got, but my guess it you can most likely reuse CD-Rom, Soundcard etc (unless you want to get new there also).
But that really is a topic for the Tech Forum more then the NwN, because usually NwN can run on most set-ups (of a newer date)
I for one have had no problems with NwN at all on the 2 PC specs I've had while playing NwN.
But Graphics and CPU/Motherboard/RAM is usually the first step in upgrading.
As for your problem with NwN - I'd estimate that it proberly is the graphics card that is causeing the problems.

Any modern graphics card will do that either runs the NVidia chips or the ATI, for what is best - it really depends on your budge and what you wish from it.
There are some threads in here regarding graphic cards that you can draw inspiration from.
And by the way - putting on the moderator hat, a post consisting of pure dots is really not something you should make.

Because a post consisting of dots have no content, therefore no purpose and therefore it should not be posted.
As for graphics card - check out various reviews, prices and compare with your system and budet.
Most people at the moment (seem to) go for ATI Radeon line.
Only thing you need to be aware of in regards of NwN is that the game supports the NVidia's GeForce (and TNT2, but this is all but impossible to find and would be a really lousy idea to buy) and ATI's Radeon chips.
If you have questions regarding the specific graphics cards - I would point you to the Tech forum or the various reviews/tests you can find on the net.
Choice of graphics card has little to do with Neverwinter Nights - as long as you go for the mentioned chips.
