i thought this was a pretty cool idea. Basically (and i think it tells you what it does right in the game) the pool lets you access any items of *importance* that you may have dropped. So lets say you accidentally dropped that all important Prison Key on the ground somewhere. You can go to the pool and retrieve it by "buying" it back.
