Okay, how do I get a Chromatic Breastplate +3 instead of +1? Little shrimp keeps giving me the +1.

The +1 Chromatic Breastplate is all you can get in the first chapter. He only gives you what you give him, and since you can't find a +3 Breastplate in chapter 1 that is all you'll get. What do u expect for 500 gp. You receive the +3 breastplate later in the 3rd chapter where you meet another smith that will upgrade the items you had constructed in the first chapter.
