Just finished BG2 for the first time, after losing all my saves due to a viruses when i was at the second fight with irenicus (Suldanessalar)...nice ending, but it left me hanging and craving ToB...unfortunately im broke

He's a Bhaal spawn too, that teleports away somewhere everytime he's panicked -- you meet him in the early stages of ToB.
...and Neeber is just there to be annoying. You get experience for tolerating him. I mean let's face it, a Child of Bhaal such as yourself doesn't have to take this from some peasant *slice*
He has a counterpart in Bg1 called Noober, if you like random trivia.

In BG1, tolerating the one fellow will give you XP (you can speed up the process by clicking on him instead of waiting for him to talk to you; same with his BG2 counterpart); in BG2, the other one gives you magic sling bullets or something like that.
Perhaps there was another god that foresaw his death in the Times of Trouble and spawned a couple children...THE GOD OF ANNOYANCE...hmm...lets call him...G. W. Bush (apologies to all his supporters )
I didnt know you could get XP from Neeber...I usually spent a 10 mins more than I should have in Trademeet trying to navigate around him...
