Hi! I also posted this to the official Morrowind forum - but no response there. Sorry for the double posting....
I am working on a high-level (above wizard) mage guild quest to find Galur Rithari's papers.
The bookseller in Vivec says they are in the secret and well-hidden library in the Hall of Justice.
The Hall of Justice has no Library that I can find. The Hall of Wisdom does have a Library - but it is hardly secret or well-hidden. Plus, it does not have the book.
So - is there some secret library in Vivec that I am not finding? Some secret door or hidden passage? Or am I just being stupid.... I don't like spending hours and hours retracing my steps to look for hidden passages, especially if they don't exist...

Well I never found the secret library. Theres an alternate place you can find those papers. If you are high enough level to roam Red Mountain, In one of the Dwemer ruins up there-not sure which one-but they are all worth checking, you can find the exact papers you need. Ill have to check some sources in the game to help you for a more exact location of the dwemer ruins.
EDIT-I see cheesemage has just said the same thing I did. Well so now theres 2 people who support those directions

Also there is a copy in Galom Daues, a vampire lair in a dwarven ruin near urviths grave(it is the onefurther south on the map that comes with the game.)
