From Abyssal Fortress to Watcher's Keep!

I start to play Tob and I want Know if from Abyssal Fortress is possible to enter to the Watcher's Keep, and when it is possible?

Watcher's Keep is accessible anytime after killing Gromnir in Saradush.

Is the Watcher's Keep area in ToB exactly the same as the one in SoA?

I'm looking to stash a load of stuff I can't use in SoA to take into ToB. Stuff like a flail head, Bard's Gloves, Thief's Hood... Completely useless in SoA, but Cespenar can make something out of them.

I get tired of endlessly browsing through the Bag of Holding...
