I'm a paint expert, but I need a paint expert to help me!

Just when I thought I had everything figured out in Microsoft paint, I've been thrown a curve-ball.

Anyone want to declare themselves an expert at Microsoft Paint and help solve an as-yet undocumented problem?

Well this is it:

1) I took a photo.

2) I uploaded the photo onto my PC (windows 7)

3) I opened Microsoft Paint and imported the picture

4) I drew a black outline of the image - as if tracing the outline like we used to do with tracing paper at school

5) I then coloured every pixel (other than my black lines) white

6) I then 'filled with color' (the bucket icon) on the white

The fail/problem is this:

a) All the areas that I 'whited' using a 'filled' rectangle filled OK

b) All the areas that I 'whited' using a 'full-thickness' pencil filled OK

BUT

c) All the areas that I 'whited' using a 'minimum-thickness' pencil failed to fill and would only fill pixel-by-pixel.

I double checked that each of the three 'whiting' tools used the same color white. I researched google to find out if the pencil function uses dithering, which, as far as I can tell, it does not.

Does anyone know paint well enough to understand what I have written, and, if so, do they know a way to solve this without downloading paint.net and stating all over again, or at least point me to a website full of Microsoft Paint experts (I can't believe my google for such a site brought me zero results!)

Thanks for all and any replies!
