mages guild advancing

I have done all of the lower level quests for this guild. However, I do not seem to be able to advance. I meet all of the requirements and can't get any more "duties". Is this a glitch?

try going to the other guild heads and if that doesn't work then try the archmage in Vivec.

i always go to ald aruhn right after balmora becuase it is still simple quest at first then it get fun, with the dwemer ruins
