This is right near Kavatch. In the third level there is an upper section that I can't figure out how to reach. You can't even see it until you go down the tunnel section to the western side of the map zone. There are people up there talking, some have fired on me, but I can't find a way up there.
I did a search and it doesn't appear in any other threads.

I just had a look in the CS, and there doesn't appear to be any way to get up there, I guess it's either a mistake or a trap. It's not the only dungeon in the game that has a place with enemies that can zap you from above that you can't get to either. Sardavar Leed has a similar trap.
If you use the console command TCL you can get up there of course!

On my keyboard the tilde/~ key is shift+the key to the left of backspace. However to get to the console I have to use the ` key, to the left of the 1/! key.

There's an enable console option in the Oblivion.ini file inside your Documents/My Games folder. It should be turned on by default but maybe yours was disabled somehow. You just have to open up the file, find the line (CTRL+F), and change it to a 1 (I think).

Well if the relevant key is working properly (easily tested in notepad) then my suspicion would turn to a mod rather than the PC.
Just for clarification; the Oblivion.ini file that the game uses is the one in the My Documents\My Games\Oblivion folder, not in the Program Files\Bethesda Softworks\Oblivion folder. There shouldn't be one in the latter, but I have seen an installation where for some reason there was.

I unchecked all my mods to where I was only running the vanilla version, patched to 1.2.xxx. No go.
Here's what I found on a search regarding the console and Vista:
Note: If you are running Oblivion on Windows XP Media Center Edition or Windows Vista, and an infrared remote receiver is plugged in (note that many laptops have this built in), your console may not function properly. In order to restore its functionality, unplug the receiver for your Media Center Remote (or if it's built in use the device manager to uninstall "ITECIR Infrared Receiver" from "Human Interface Devices"). This will allow you to use the console, as the receiver interferes with Oblivion's programming. Additionally, a built-in infrared receiver on laptops can cause the same issue and disabling it in the Device Manager has proven to fix the console function.
Here's a mod that helps with this supposedly: Ring of Console at The Elder Scrolls Nexus - Oblivion mods and community. Haven't tried this yet.

I hadn't realised you were using Vista, not that I'd have been able to help as I never had that dreadful OS on my own PC. I won't be getting W7 either until i'm forced to, although I gather MS learned from their disasterous Vista blunder and W7 is actually OK.
I won't be getting it until the service packs that will inevitably come have been tested by people I trust.
I hope those fixes you mention work for you, I imagine others who have similar problems would appreciate knowing your results.
