To complete the missing locket quest you must talk to Joey the Thug.
He stands at the entrance to the East end of the Den just below Becky's Place.
Alas,
I have used v1.01 and v1.02 of fallout 2 and Joey is never there.
His two thug friends are.
Anyone know where Joey is?
Is this a game bug?
Anyway around this?

To be quite honest i never encountered this bug, and played both EN and US versions with differend patches.
