No.

PBS requires a missile attack; a ranged touch attack has no missile component.

You can get Attack modifiers from "+" enchanted (darts, throwing axes, or shurkiens) that are in hand. You can also benefit from racial thrown weapon attack bonuses while having those same weapons in-hand at the time you make your ranged touch attack. You do NOT receive either a bonus or penalty to a ranged touch attack while either in or out of the "15" foot radius of the target opponent. Also because there is no missile component - you don't get any damage modifiers either. Enchanted "Keen" only applies to the weapon itself, so you don't get the critical threat range lowered either (..i.e. you should still select "improved critical ranged touch attack".)

An interesting thing to note:

Ranged Touch attacks are fairly easy to make at higher character levels. Only Dexterity/Monk Wisdsom, Deflection, Dodge, and size bonuses to AC modification work to defend against these attacks. (..of course concealment does as well.)

Thank you, I knew about touch attacks. In P&P D&D, PBS, Precise Shot and the like apply to ranged touch attacks as well, hence my confusion.

Gives you Sneak Attack modifiers (if you have them) to Eldritch Blast as well.
