As i see it they will offer this service too you and ask you questions and probably send you messages asking you what you think about certain topics or e-commerce shops.
Seems like it might be worth a try as long as you don't pay a sub for your current ISP, try it on a free one and see if that is speeded up or not

Is it just questions, or do they give you software to run? If so, you'll likely be using spyware that monitors every page you visit on the web.
