Necromancer's moon HELP!

=)
quite need help for quest necromancers moon...Necromancers never came to make black soul gem...so i can't finish quest...Bug?or?

The altar only works one day of the week between dusk and midnight. It's a different day for each character. Check back nightly (or just wait at the altar in 24 hour increments) until you figure out what day it is. On the correct night, there is a subtle light shining down on the altar from above, but it can be difficult to detect in cloudy or rainy weather.

Also, if you happened to stumble across the necromancer lair in your past travels and killed them all, you have two choices: 1) find one of the other necromancer lairs with a similar altar (there are 3 or 4 scattered around Cyrodiil), or read between the lines of the note and figure out how to trigger the altar yourself (spoiler:

put an empty grand soul gem in the altar while the light is shining on it, and then cast a soul trap spell on the altar
