I got this to work on my first play-through, and now I'm using a walkthrough and can't get it to trigger.
From Dan Simpson's Walkthrough:
Ask about your Journal and Hamrys will start reading from his. Ask him
about his father disappearing and you can recover a memory that is worth
500 experience. Ask about his father, and how he disappeared, then ask
about plans for the tomb. Describe the tomb for him, and he'll tell you
that the plans are in the warehouse.
Go to the warehouse and talk to the floating head. Ask him for the tomb
plans and he'll give them to you. Return to Hamrys. Tell him that you
got the plans and you'll get another 2000 experience.

I'm playing the game for the first time and I am not using a walk-through but I have taken a lot of notes. Don't know for sure if this helps, but I remember and wrote down that Hamrys involved in another quest in the game that I got in Clerks Ward involving a coffin pillow and a Dream Machine
It was after I got the pillow that I was able to get more dialog from Hamry and his quest removed from my quest log. Sorry don't remember all the proper sequences nor am I sure this is what you're looking for.
I know I'm having a hard time keeping up with everything, you should see my stack of notes:laugh:

The bit about the journal, you'll only get if you haven't found your journal yet. Visiting your tomb off the drowned nations qualifies as finding a journal, as potentially does finding the one in your maze (don't read it -in- the maze, and you'll keep the option to ask people about your journal).
You can still get the rest of it, though, including all of the experience. Go to the Gathering Dust Bar and talk to Sere about Hamrys, and she'll tell you enough to trigger the quest about the plans.
Also, you don't get the quest about the pillow in the Clerk's Ward, you get it in the Foundry.
