I'm trying to do this mission where i go deliver a letter to this chicks family but i get there and there dead. So i need to find her brother but i have NO idea where he is

Talk to King, He will tell you three places to look.

Moresti Tunnel, You will have to jump threw some hoops with The Family to gain access but you can get everything from conversations with the members and their leader. From there you simply give Ian the note and live with which ever way you happened to talk them/shoot them into doing things.
