Swift Learner Feat not working? FOT

I'm playing Fallout Tactics and I chose the Swift Learner feat for my main character. However, it doesn't seem to work. The experience he accumulates is the same as Farsight (i.e. they always have the same # of exp). Is this a bug? or am I not understanding this feat correctly, because I would think a character with this feat would have more xp than those without.

Does sound like a bug.
Have you patched the game?
