Hi ive been really stuck on this quest for hours and like 2 weeks game time its really confusing me.
Im with Mazoga who says that Black Brugo should be at Telepe after midnight up till 5 or 6am cant remember which at middas. But i got there killed the bodyguards no sign of brugo and got the note and the money from the cask in the room and he still hasnt shown up. ive gone back so many times and stayed in there so long its now my new house and its really annoying me can someone please explain what i need to do?
It sounds like you've done everything properly. I've always got the note, waited inside the elven ruin until midnight and they've shown up. Are you playing on a PC or console?

You have to stay there. No nipping out and doing other stuff. Just wait. They DO show up.
If you have done everything correctly and they are not showing up, I suggest you reload a save just prior to entering, and run it through again. Your Quest notes should give you time details.
does it have to be Middas when i go? what time around should i go in and do i have to stay inside the ruins or outside?
i noticed the black bowmen respawn themselves but the note and the money does not. does it still work if you have taken the note and money from the cask?
In my experience (on PC) the day doesn't matter, the last time it was Loredas when he showed up. I've always stayed inside the ruins, the other side of the initially locked gate, once I found the note, and advanced time (waited) to between 11pm and midnight, and they've always shown up, and I've always taken the money and the note.
