My Own Quest: Need Help

Hey, so I'm making up my own quest by trying to find every Daedric shrine and completing them, so I'm stuck on one of them, The shrines name is Hermaeus Mora. Every time I ask the guy he says "You have not yet followed the path" I'm not sure what to do and it's really confusing, please help. :confused:
