Morrowind Console Problem

Morrowind Console Problem

So i bought Morrowind GOTY about 6 months ago, beat the game once and decided to play around with the console. However, when i hit the ~ (tilde) key the console didnt come up. So i tryed restarting the game - didnt work, restarting my computer - didnt work, and tried hitting different keys that might open the console - didnt work. So i went online and googled it and i actually found the solution, turns out all i had to do was simply switch my keyboard's driver to PC/AT Enhanced PS/2 (101/102-key).

So then it worked and it was fun until my computer got some sort of virus on it and i had to reload Vista. When i installed Morrowind again it had the same problem - couldnt open the console. I thought no bigge since i fixed it before but when i changed the driver it had no effect this time. What the..? So i tried all the drivers listed on my Device Manager drivers list in case i put on the wrong one but none of them can make the console open now....strange. Switching to an older keyboard doesnt work. Does any one have any clue how to fix this? Please respond.

I dont have any Ehome USB devices enabled and my keyboard is a Enhanced Multimedia PS/2.

Dual-Core 3.0 GHz AMD Processor

500GB Hard Drive

8800 GTX Graphics Card

The game is Morrowind Game Of The Year Edition. I have no updates or plugins for it.

Thanks for replying.

I have a 101-key US Keyboard, "On a 101-key US keyboard this is not a problem, the tilde key is located just above the TAB key and a simple press does the trick." This is false in my case.

On my keyboard the tilde key is right above the TAB key but pressing it does not work, ive also tried using the other keys that were listed just in case and they didnt work either. If it's any help this is what my keyboard looks like.
