Glitch?

Doing yet another replay of Arcanum (what can I say, the game made me junkie)

I'm trying a combat character for the first time, I'm one point off full melee and dodge, but when I try to improve them it says I need to raise my dex, but I've got it at 21 and can't raise it any higher...

Is this a common glitch and I need a specific patch or is my copy just fritzing?

No, you're only allowed to increase an attribute 10 points higher than the starting value. Not sure if it's 10, but it's something like that.
