where is the ghostgate shrine?

where is the ghostgate shrine?

i've been walking all over the ghostgate area and i can't find the pilgrimage shrine. all the npc's say it's nearby but won't say where. HELP!!

However don't do the shrines in the order given there, bad advice, always leave the Stop the Moon shrine until last, then talk to Endryn Llethan in the High Fane to complete the Pilgimage quest, get and complete the next quest (leave Vivec) then do the Sanctus shrine quest. If you do the Leave Vivec quest quickly (not difficult) then the levitation you get for the Stop the Moon shrine donation should easily last long enough to fly all the way to Sanctus Shrine.
