waterlogged chest possible spoilers

having just completed the main quest, i was wandering around until my dragon armour is made and found the boreal stone cave and it has a water logged chest. chest requires all 3 keys?

any ideas anyone?

have searched under water logged chest in forums search but nothing matches in database.

This chest is part of a Bruma quest called "A Brotherhood Betrayed"
You can start this quest simply by talking to the townsfolk.
Sage plays a paladin,
because other classes would be frowned upon for laying their hands on a wounded companion
