Upper Elder Council Chambers?(spoiler?)

i went above the second floor of the Elder Council Chambers in the imperial city and was arrested. i killed the guards and looked around (i did not save) there was a lot of interesting things up there including a blind priest and lots of books. I was just wondering if anyone new of a quest that would let you go up there without being arrested?
