maybe someone can help me. Is there no way to make a spell to make you fly as there was in morrowwind?

I don't think so unless there is a mod to make it all work. I have not seen that spell sold at least. You could check the oblivion wiki but I think your best bet is to look for a site with lists of mods.

The Oblivion engine ruled out levitation (flying). That, and the inability to place objects precisely with the cursor, were the two visual/physical changes I really regret the most.

If you're playing on PC you can bring up the console and type

tcl

This turns off collision detection which lets you walk through walls and obstacles, but also lets you run through thin air, which kind of give the illusion of flying. Of course, this is a massive cheat if you use it to circumvent puzzles or avoid enemies. Use the same code again to turn collision detection back on (but make sure you're close to the ground).
Can the answer to this question be "No"?

Several actually. It's only levitation, but that's what it was in Morrowind, and with a decent speed you can go pretty damn fast actually.

So, check out planetelderscrolls.com for mods that include levitation, flight, or if you like the mounted system, they have several pegasus and dragon flight mounts in the game.

Nope, not at all. Since you can't download custom user mods for the console systems, you're pretty much stuck with vanilla oblivion.
