What merchant has the most gold to offer and where can i find him/her

1200 gold is the most any character in the stock game will have. Rhosann at the weapons shop in the Imperial city has 1200, among others. When you get to expert level in Mercantile, you can invest in any shop to give the owner an extra 500 gold for every transaction, and when you get to master level in Mercantile all the shops automatically get another 500 gold. So for example, if you invested 500 gold in Rhosann's shop when you hit expert, then when you finally hit Master she can pay up to 2200 gold per item.

If you have the Battlehorn Hall plug-in from Bethesda, the guy at the Merchant's Inn in the Imperial City who sells you the furniture has 2000 gold to start.
