Those darn multipliers confused me in Morrowind and they're confusing me again in Oblivion... I understand the whole concept of them, and I understand how to get them, I just don't understand why the numbers don't match up.
Ok, so say I was trying to get +5 multipliers in Strength for my next level up. I just assumed I would have to raise my level 5 times in something that was governed by Strength (i.e. Blade).
But then whenever I would get 5 level raises in a certain skill, then level up, I end up having only 3 or 4 multipliers.
Any particular reason the numbers don't match up?

It's ten skill increases to get a +5 raise in the asociated attribute on leveling up, and bear in mind that once you've reached the level up point any further skill increases after that count for the subsequent level up, unlike Morrowind.
The Level up multipliers are as follows:
1 to 4 skill increases multiplier of 2
5 to 7 = 3
8 & 9 = 4
10 = 5
