Need Help with Oblivion Gate (Possible Spoliers)

I have Game of the year edition and there is a random oblivion gate (I believe its random) outside skingrad just west of the cursed mine. Once inside you see three towers one or two of them is them torture tower (I am not sure what it is called) and the other is the main keep. But the main keep is on top of whats like a mountain and no matter what I have tried I cannot get up to it. There are tunnels underneath called things like worm gut and Mire ash etc. I went all the way through the tunnels and it just led out a few hundred yards up the path from the entrance.

Anyone got any suggestions on how to get to the main keep..I would really like to shut this gate. Any help would be appriciated, Thank You.

Just to add, there was a Mythic Dawn Guard at the top of the second torture tower. The main quests I have completed upto is The path of Dawn.
