This forum is to be used for all discussions pertaining to The Elder Scrolls IV: Oblivion, its Knights of the Nine and Shivering Isles expansions, and any user-created or premium modules.
I cannot activate any of the daedric shrines, even though i am of suitable level and have talked to the appropriate people and have the right offerings. It just tells me "<daedra lord or lady> needs a more powerful champion for this quest", even the ones that require level 5 or 2. I am currently level 14.
Seems to me you've encountered a bug. This shouldn't be happening as far as i know. All i can suggest is leave those quests for now, and come back when you've leveled up a bit more.
