i know there have been other posts about players not being able to complete quests due to characters not willing to either talk about the situation or they have just completely stopped or continue the quest but i havent found an answer to this problem. Currently i need to complete a few quests for the mages guild but the characters wont allow me to.
Another problem that i have is that some characters have stopped offering their services such as recharging weapons.
can anyone lead me in the right direction?

I've noticed that Mage guild NPCs can be particular about offering services such as recharging, and buying/selling spells, and training when it comes to time of day, and where they are.
Even if it's well after 8am, they wont give you anything if they aren't standing beind a counter, or down in the basement (bravil comes to mind).
Another possibility is that you haven't scrolled down the dialog options when speaking to the guild member about a quest. Sometimes there are five or six topics to choose from and you can't see them all.
