I was wondering, what determines the abilities that you can put into items at the Altar of Enchanting?
It's similar to the way it was in Morrowind, where you need to possess a spell that has the effect you want to use for your enchantment. When you use an alter, you will see a list of available effects, taken from the spells you've learned.
For example, to enchant a mace with fire damage, you need to have picked up a fire damage spell at some point. And to enchant a helmet for strength, you need a fortify attribute spell of some sort.
Enchanting an item for an attribute boost seems to be limited to 10 points per item. There might be a way around this, but I haven't found it yet. And when enchanting a weapon for damage, the more powerful you make it, the fewer uses it will have before it needs to be recharged. A daedric mace enchanted with a grand soul gem, for +25 points of fire damage, will have a charge of 1600, and will have 33-34 uses before it needs to be recharged.

It's not likely that every spell effect you have can be put into every item, but I haven't tried everything. If you're trying to do something really exotic, you might have to experiment, to see what the limitations are. But you get the general idea of how this works.
