I don't know if this is a big deal but I played a year ago and got a sigil stone after the Kvatch quest. It allowed me to make a magic item. Are these a big deal or not?
If they are a big thing when should I do the first oblivion gate to get a good breakpoint? I am level 4 right now. I would think its a good comparative advantage because there I have only 1 magic item and a sigil stone would increase that to 2.
How many more sigil stones are there? Oodles so I have many chances at other gates or only a few?

Right Speech has four aspects: 1. Not lying, but speaking the truth, 2. Avoiding rude and coarse words, but using gentle speech beneficial to the listener, 3. Not slandering, but promoting friendliness and unity, 4. Avoiding frivolous speech, but saying only what is appropriate and beneficial.
One sigil stone per gate, and eventually over 50 gates open across Cyrodiil if you don't get too far in the main quest before you close them all and you're willing to go looking for them. So yes, you can safely grab a sigil stone for immediate advantage and not worry too much about not being able to get more when you reach a higher level. The most powerful sigil stones ("transcendent" stones) are about on par with items you can create yourself using an altar of enchanting and a grand soul gem (some of the effects are a little better and some not quite as good).

It will upgrade your sigil stones at 5th, 9th, 13th, and 17th level, unless you've used them that is. It also upgrades other reward items at appropriate levels. Don't leave home without it.
