I need help making the best character someone who s easy to level up if you know a good sign,skills,etc. reply!!

Please use search for a question like this, which has been answered in great detail, from literally dozens of differing perspectives, in the past. Just do searches on character, attributes, race, skill, and leveling. You'll be surprised how people differ. But then, it's a game in which there is no single "best," only many different ways to personalize an avatar and accomplish your objectives.
If you have specific questions, such as what the best value is for an item, or where to go to accomplish something, and the answer can't be found via search or through our walkthrough, feel free to start up a new thread. But as the content you requested here duplicates so much in our database, and the site owner explicitly doesn't want that, this thread is closed.
