I want to buy daedra summoning spells, so I look up the GB spell index, and see Athragar in Chorrol sells them. I speak to him, and he doesn't sell anything or offer any services. His disposition is at 100.

Any help?

Time of day? Most of the MG members will only offer services or sell items during their "business hours", which varies by NPC.
Can the answer to this question be "No"?

perhaps he is part of mages guild questline and only sells it to high rank members?

It's around midday and I'm arch-mage.

It sucks, as I wanted to learn all the summon spells...
