Just go to any church in any of the cities, go to the center circle altar, and click it. All afflictions and diseases are cured.
Listen up maggots, Mr. Popo's 'bout to teach you the pecking order.
It goes you, the dirt, the worms inside of the dirt, Popo's stool, Kami, then Popo.

You can make your own cure disease potion using your alchemy skill and the following ingredients: Clannfear Claws, Mandrake Root, Root Pulp, Elf Cup Cap. The first three will cure you if you eat them only as well. You can also purchase the Cure Disease spell from these people: Avrus Adas (Great Chapel of Zenithar in Leyawiin), Isa Raman (Great Chapel of Talos in Bruma), Ohtesse (Cheydinhal's Great Chapel of Arkay), Orag gra-Bargol (Great Chapel of Stendarr in Chorrol), Trevaia (Great Chapel of Dibella in Anvil), Tumindil (Great Chapel of Julianos in Skingrad), Uravasa Othrelas (Great Chapel of Mara, in Bravil). However, you must be Journeyman in Restoration and the spell has effect only on Polymorphic Hemophilia in the first three days since you contracted it. Or more simple, you can take the advice above.

Clannfear claws can be obtained from killing the animal, looks like a giant lizard, Mandrake root from killing those tree-looking womens you find in wilderness and stalking the road, the ones that conjure bears. Root pulp and Elf cup cap are plants and you can harvest them practically anywhere. You can also shop for them in mage guilds or alchemy stores. the potions as well can be shopped.

On the stats page in your quest log, you can find your fame and infamy scores. You get fame by completing missions in the main quest, closing oblivion gates, and maybe some FG, MG and other miscellaneous missions. You get infamy when you murder people (so most DB missions increase it), and maybe when you go to prison for lesser crimes. Anyway, your fame score must be greater than your infamy score to be healed in a chapel.
Can the answer to this question be "No"?
